What is decay?

When a building loses upkeep (the Tool Cupboard runs out of materials), it slowly loses HP until it collapses.

Where
The blocks furthest from the Tool Cupboard go first.
When
Better material decays slower — but it starts right away, first tick within 10 minutes.
Always
Twig decays even with a full Tool Cupboard.
